How to receive free outpatient care at the Biliaivka Multidisciplinary Hospital and what is required

Outpatient care is specialized medical care that a patient receives without being admitted to a hospital. In particular, it is important to know what is required in order to receive such care free of charge.

Outpatient care can be received at the Bilaivka Multidisciplinary Hospital, which has a contract with the National Health Service of Ukraine (NHSU) under the package “Prevention, Diagnosis, Monitoring and Treatment in Outpatient Settings.”

What services can be received free of charge?

The package includes consultations with doctors at the Consultative and Diagnostic Outpatient Clinic of the Bilaivka Multidisciplinary Hospital, examinations, diagnostics, monitoring of treatment progress, and certain surgical procedures.

Pregnant women are also entitled to free antenatal care provided by an obstetrician-gynecologist in an outpatient setting. For this purpose, there is a package called “Antenatal Care in Outpatient Settings,” under which they can receive free medical consultations, necessary tests, and examinations.

In particular, free medical care can be received:

– with a referral from a family doctor;

An electronic referral is not required:

– for consultations with certain specialist doctors — patients can see some specialists without a referral. These include a gynecologist, psychiatrist, dentist, pediatrician, narcologist, phthisiatrician, as well as a doctor who provides medical supervision to a patient with a chronic disease;

– when a patient receives a paid medical service that has been officially approved by the hospital and the payment is made through the hospital’s official cash desk;

– a referral is not required for patients in an emergency condition (a sudden deterioration in physical or mental health that poses a direct and unavoidable threat to the life and health of the person or people around them and occurs as a result of illness, injury, poisoning, or other internal or external causes).

It should also be noted that during martial law, internally displaced persons (IDPs) can receive medical care free of charge at their actual place of residence by applying to any healthcare facility that is able to provide the appropriate treatment.

Currently, simplified access to primary healthcare for Ukrainians is in place. In particular, an internally displaced person has the right to receive medical care without signing a new declaration with a doctor.

However, if a person wishes to sign a declaration, they can contact a doctor directly. Alternatively, they can visit an outpatient clinic and sign a declaration on a first-come, first-served basis. They must have their passport and telephone with them.

In addition, if an internally displaced person wishes to obtain a referral for specialized medical care but has not signed a declaration with a family doctor at their actual place of residence, they have the right to obtain such a referral from a family doctor working at the nearest primary healthcare facility that has a contract with the NHSU. There is no need to sign a new declaration for this purpose. The person needs to make an appointment, provide their personal details and the details of the family doctor with whom they have signed a declaration, and tell the new doctor about their health concerns.

It should be noted that during the war, a referral may be issued either electronically or in paper form. It is issued by a family doctor, general practitioner, pediatrician, or assigned doctor.
