Digital Competence Framework for Healthcare Professionals Unveiled

The Digital Competence Framework for Healthcare Professionals is an important tool for implementing educational initiatives and developing public policies aimed at improving the level of digital literacy and the practical use of digital technologies, tools, and services by healthcare professionals across various fields and categories.

The document describes and structures the digital competencies that define the scope of knowledge, skills, and practical abilities required for the effective use of modern information technology in professional practice.

The Framework was developed by the Ministry of Health of Ukraine in cooperation with the Ministry of Digital Transformation of Ukraine, the Ministry of Education and Science of Ukraine, and the National Health Service of Ukraine, with the support of the USAID Health Reform Support Project.

“The presentation and practical implementation of the Digital Competence Framework for Healthcare Professionals means raising professional standards and developing educational programs for future and practicing healthcare and pharmaceutical professionals. The Framework will also facilitate assessment and self-assessment, helping to identify and address gaps and improve digital skills. As a result, the quality of healthcare services and the functioning of the healthcare system as a whole will improve — thus fulfilling an important part of Ukraine’s European integration agenda,” said Maria Karchevych, Deputy Minister of Health for Digital Development.

“We are building the most convenient digital state in the world. To achieve this, Ukrainians need to have well-developed digital skills. That is why we developed and approved the Concept for the Development of Digital Literacy, created regional concepts for the development of digital literacy, adapted the European DigiComp 2.1 and 2.2 frameworks, and developed the Digital Competence Framework, which was approved by the Cabinet of Ministers through 2025. Separate frameworks have also been developed for entrepreneurs, civil servants, educators, and young entrepreneurs. And today, there is one for healthcare professionals as well,” added Valeriia Ionan, Deputy Minister for European Integration at the Ministry of Digital Transformation of Ukraine.

The Framework is recommended for public officials responsible for shaping public policy in the healthcare sector; developers of professional standards and qualification requirements; authors of educational programs for educational institutions and continuing professional development institutions; and members of certification and attestation commissions.

The implementation of this document is an important step toward fulfilling the National Strategy for the Creation of a Barrier-Free Environment in Ukraine through 2030, the Concept for the Development of Digital Competencies, and the Concept for the Development of Electronic Healthcare.
