Contracting Authority: Municipal Non-Profit Enterprise “Biliaivka Multidisciplinary Hospital” of the Biliaivka City Council, established pursuant to Decision No. 105-5/VIII dated February 11, 2021.

Justification of the Procurement Necessity: One of the main statutory objectives of the Enterprise is to ensure the provision of primary, secondary (specialized), palliative, and emergency medical care to the population in a 24-hour inpatient facility, a day hospital, or an outpatient setting, in cases of acute illness or chronic diseases requiring intensive treatment and care, with a mandatory emergency (urgent) care department, as well as to manage the provision of medical services to the population.

To ensure the operation and meet the needs of the Contracting Authority's facilities, as well as to properly perform their direct functions and tasks during the heating and summer seasons, the Contracting Authority must, in particular, ensure an uninterrupted supply of natural gas to its facilities.

Subject of Procurement: CPV Code DK 021:2015 09120000-6 “Gaseous Fuels” (natural gas) for January–March 2026.

Expected Procurement Value: UAH 1,830,000.00.

The expected procurement value was determined using the market price comparison method, involving the collection and analysis of publicly available information on the prices of goods and services published on the Internet, including manufacturers' and/or suppliers' websites, specialized trading platforms, electronic catalogs, advertisements, price lists, the electronic procurement system “Prozorro”, and similar electronic trading platforms, in accordance with the Approximate Methodology for Determining the Expected Value of the Procurement Subject, approved by Order No. 275 of the Ministry of Economic Development, Trade and Agriculture of Ukraine dated February 18, 2020 (as amended).

Technical and Qualitative Characteristics of the Procurement Subject: Specified in Appendix No. 2 to the Tender Documentation (published in the electronic procurement system “Prozorro”), taking into account the needs of the Contracting Authority's facilities.

Delivery Period: January–March 2026.

Procurement Quantity: 104.500 thousand cubic meters.

The procurement quantity was determined in accordance with the Contracting Authority's needs within the limits of its financial plan.
