Justification of the Procurement Necessity: One of the main statutory objectives of the Enterprise is to ensure the provision of primary, secondary (specialized), palliative, and emergency medical care to the population in a 24-hour inpatient facility, a day hospital, or an outpatient setting, in cases of acute illness or chronic diseases requiring intensive treatment and care, with a mandatory emergency (urgent) care department, as well as to manage the provision of medical services to the population.

To fulfill the above-mentioned and other tasks and to ensure the provision of quality medical care to the population, the Contracting Authority must, in particular, provide itself with the necessary quantity of fuel and lubricants.

Subject of Procurement: CPV Code DK 021:2015 09130000-9 “Petroleum and Distillates” (A-95 gasoline).

Expected Procurement Value: UAH 127,500.00 (grant funds provided by the donor: REPRESENTATIVE OFFICE OF PROJECT HOPE – THE PEOPLE-TO-PEOPLE HEALTH FOUNDATION, INC. IN UKRAINE, acting in the interests of PROJECT HOPE – THE PEOPLE-TO-PEOPLE HEALTH FOUNDATION, INC. (EDRPOU Code: 26635569)).

The expected procurement value was determined using the market price comparison method, involving the collection and analysis of publicly available information on the prices of goods and services published on the Internet, including manufacturers' and/or suppliers' websites, specialized trading platforms, electronic catalogs, advertisements, price lists, the electronic procurement system “Prozorro”, and similar electronic trading platforms, in accordance with the Approximate Methodology for Determining the Expected Value of the Procurement Subject, approved by Order No. 275 of the Ministry of Economic Development, Trade and Agriculture of Ukraine dated February 18, 2020 (as amended).

Technical and Qualitative Characteristics of the Procurement Subject: Specified in the Notice (published in the electronic procurement system “Prozorro”), taking into account the specific characteristics of the vehicles registered on the Contracting Authority's balance sheet, as well as the generally accepted requirements and standards applicable to the specified procurement subject.

Delivery Period: From the date of conclusion of the contract until December 31, 2025.

Procurement Quantity: A-95 gasoline – 1,500 liters.

The procurement quantity has been determined in accordance with the Contracting Authority's needs, based on the actual consumption of fuel and lubricants in the previous year and the available funding.
