of the technical and quality characteristics of the procurement, its expected value and/or the amount of budget allocation

Contracting Authority: Municipal Non-Profit Enterprise “Biliaivka Multidisciplinary Hospital” of the Biliaivka City Council, established pursuant to Decision No. 105-5/VIII dated 11 February 2021.

Justification of the Procurement Necessity:
One of the main statutory objectives of the Enterprise is to ensure the provision of primary, secondary (specialized), palliative, and emergency medical care to the population in a 24-hour inpatient facility, a day-care hospital, or an outpatient setting for acute conditions or chronic diseases requiring intensive treatment and care. This includes the mandatory provision of an emergency medical care department and the management of healthcare services for the population.
To fulfill these and other tasks and ensure the provision of high-quality medical care to the population, the Contracting Authority must, in particular, maintain an adequate supply of fuel and lubricants.
Subject of Procurement:
CPV 021:2015 09130000-9 “Petroleum and Distillates” (A-95 petrol, diesel fuel).
Type of Procurement: Request for Quotations from Suppliers.

Expected Procurement Value: UAH 318,000.00.
The expected procurement value was determined using the market price comparison method, involving the collection and analysis of publicly available information on the prices of goods and services published on the Internet, including manufacturers’ and/or suppliers’ websites, specialized trading platforms, electronic catalogs, advertisements, price lists, the Prozorro electronic procurement system, and comparable electronic trading platforms, in accordance with the Exemplary Methodology for Determining the Expected Value of the Procurement Subject, approved by Order No. 275 of the Ministry of Economic Development, Trade and Agriculture of Ukraine dated 18 February 2020 (as amended).
Technical and Quality Characteristics of the Procurement Subject:
The technical and quality characteristics are specified in the Notice published in the Prozorro electronic procurement system, taking into account the specific characteristics of the vehicles registered on the Contracting Authority’s balance sheet, as well as the generally accepted requirements and standards applicable to the procurement subject.
Delivery Period: From the date of conclusion of the contract until 31 December 2024.
Procurement Quantity:
A-95 petrol – 3,000 litres.
Diesel fuel – 3,000 litres.
The procurement quantity was determined in accordance with the Contracting Authority’s needs, based on the actual consumption of fuel and lubricants in the previous year and the available funding.
