Customer: Municipal Non-Profit Enterprise “Biliaivska Multidisciplinary Hospital” of Biliaivka City Council, established pursuant to Decision No. 105-5/VIII of 11 February 2021.

Justification of the expediency of the procurement:
One of the main statutory tasks of the enterprise is to ensure the provision of primary, secondary (specialised), palliative medical care, tertiary (highly specialised) and emergency medical care in a round-the-clock inpatient setting, day hospital or outpatient setting for patients in an acute state of disease or with chronic diseases requiring intensive treatment and care, with the mandatory presence of an emergency (urgent) medical care department, and to manage the medical servicing of the population.
In order to perform the above and other tasks and to ensure the provision of high-quality medical care to the population, the Customer must, inter alia, procure the necessary quantity of reagents for haematological analysers.
Subject of procurement: CPV 021:2015 33690000-3 “Various medicinal products” (reagents for haematological analysers).

Expected value of the subject of procurement: UAH 83,400.00
The expected value of the subject of procurement was determined by the method of comparison of market prices, collection and analysis of information on prices of goods and services available in open access on the Internet, including on the websites of manufacturers and/or suppliers of the relevant products, specialised trading platforms, electronic catalogues, advertising, price lists, in the electronic procurement system “Prozorro” and on similar electronic trading platforms, in accordance with the Model Methodology for Determining the Expected Value of the Subject of Procurement approved by Order of the Ministry for Development of Economy, Trade and Agriculture of Ukraine No. 275 of 18 February 2020 (as amended).
Technical and qualitative characteristics of the subject of procurement: as specified in Annex No. 2 to the Tender Documentation (published in the electronic procurement system “Prozorro”), taking into account generally accepted norms and standards for the said subject of procurement.
Delivery period: from the date of conclusion of the contract until 31 December 2024.
Procurement volume: 25 units.
The procurement volume was determined in accordance with the Customer’s needs on the basis of the actual consumption of the said subject of procurement in the previous year and the amount of financing.
