Contracting Authority: Municipal Non-Profit Enterprise “Biliaivka Multidisciplinary Hospital” of the Biliaivka City Council, established pursuant to Decision No. 105-5/VIII dated February 11, 2021.

Justification of the procurement necessity: One of the main statutory tasks of the enterprise is to ensure the provision of primary, secondary (specialized), palliative, and emergency medical care to the population in a 24-hour inpatient facility, a day hospital, or on an outpatient basis for acute illnesses or chronic conditions requiring intensive treatment and care, with a mandatory emergency medical care department, as well as to manage the provision of medical services to the population.
To ensure the operation of the Contracting Authority’s facilities, meet their needs, and properly perform their core functions and tasks during both the heating season and the summer period, the Contracting Authority must, in particular, ensure the uninterrupted supply of natural gas to its facilities.
Subject of procurement: DK 021:2015 Code 09120000-6 “Gaseous Fuels” (natural gas) for May–August 2023.
Procurement procedure: Open tender with special conditions.

Expected cost of the procurement: UAH 66,216.00
The expected cost of the procurement was determined by comparing market prices and collecting and analyzing publicly available information on the prices of goods and services published on the Internet, including manufacturers’ and/or suppliers’ websites, specialized trading platforms, electronic catalogs, advertisements, price lists, the “Prozorro” electronic procurement system, and similar electronic trading platforms, in accordance with the Approximate Methodology for Determining the Expected Cost of the Procurement, approved by Order No. 275 of the Ministry of Economic Development, Trade and Agriculture of Ukraine dated February 18, 2020 (as amended).
Technical and quality characteristics of the subject of procurement: Specified in Appendix No. 2 to the Tender Documentation (published in the “Prozorro” electronic procurement system), taking into account the needs of the Contracting Authority’s facilities.
Supply period: From May 1, 2023, to August 31, 2023.
Procurement volume: 4.0 thousand cubic meters.
The procurement volume was determined in accordance with the Contracting Authority’s needs and within the limits of its financial plan.
