Grounds for publication: Resolution of the Cabinet of Ministers of Ukraine No. 710 dated October 11, 2016, “On the Efficient Use of Public Funds” (as amended).
Contracting Authority: Municipal Non-Profit Enterprise “Biliaivka Multidisciplinary Hospital” of the Biliaivka City Council, established pursuant to Decision No. 105-5/VIII dated February 11, 2021.

Justification of the procurement need: One of the main statutory objectives of the enterprise is to provide the population with primary, secondary (specialized), palliative, and emergency medical care in a 24-hour inpatient facility, a day hospital, or an outpatient setting for acute illnesses or chronic conditions requiring intensive treatment and care, with a mandatory emergency medical care department, and to manage the provision of medical services to the population.
To fulfill these and other objectives and ensure the provision of quality medical care to the population, the Contracting Authority must, in particular, ensure appropriate conditions for providing quality medical care to the population.
Subject of procurement: DK 021:2015 Code 39710000-2 – Electrical Domestic Appliances, namely: Wall-Mounted Inverter Air Conditioners: 7,000 BTU (12 units), 9,000 BTU (7 units), 12,000 BTU (2 units), 18,000 BTU (3 units), and 24,000 BTU (9 units).
Procurement procedure: Request for quotations from suppliers.

Expected cost of the procurement: UAH 633,000.00
The expected cost of the procurement was determined by comparing market prices and collecting and analyzing information on the prices of goods and services publicly available on the Internet, including on the websites of manufacturers and/or suppliers of the relevant products, specialized trading platforms, in electronic catalogs, advertisements, price lists, in the electronic procurement system “Prozorro,” and on similar electronic trading platforms, in accordance with the Approximate Methodology for Determining the Expected Cost of Procurement, approved by Order No. 275 of the Ministry of Economic Development, Trade and Agriculture of Ukraine dated February 18, 2020 (as amended).
Technical and quality characteristics of the subject of procurement: Specified in the Notice (published in the electronic procurement system “Prozorro”), taking into account the Contracting Authority’s needs and available funding, the requirements of the National Health Service of Ukraine (NHSU), as well as the generally accepted norms and standards applicable to the specified subject of procurement.
Delivery period: From the date of conclusion of the contract until December 31, 2025.
Procurement volume: Electrical domestic appliances, namely: Wall-Mounted Inverter Air Conditioners: 7,000 BTU (12 units), 9,000 BTU (7 units), 12,000 BTU (2 units), 18,000 BTU (3 units), and 24,000 BTU (9 units).
The procurement volume was determined in accordance with the Contracting Authority’s needs, based on the actual requirements and available funding.
